I found this blogsite by Andrew Fine, and he writes on May 11, 2009, about the Star Tower:

Andrew says that the Developer is planning on installing a solar
system on the roof, possibly solar water heaters also...and he also
writes that the delay in construction was b/c "They had to re-engineer
the foundation. Should be above ground in a couple of months."
