Seriously Jake, go see a doctor.
The 1650 is included in the 5000. They've said this all along. You either have the shortest long-term memory or the worst reading comprehension in all of the 5 boroughs.
And they have said many many times they want to include buying options.
Admit, you're just given up on trying to keep things straight anymore in qw.
Find me where it says the 1,650 is included in the 5,000 (right after you find me where the WTB is in the plans).

Go to the *all* the community meetings, not just one every six or seven years. If you don't, you shouldn't comment on what is said there and then doubt that it's correct when someone points it out to you.
And *read* what the article states. It says it there.
You sound pretty sure of yourself, because you heard it, but I have looked over the documents, the reports, the articles and sat in that meeting, and I don't recall them saying it was either part or not.
In that last article, it sounds like they are separate.
Instead of being such a pain in the ass, how about digging up the real facts.
