The language below is from an RFP from EDC for an EIS for the ULURP process for the Queens West South Site. Got that? In any event, it looks like number of affordable units has shrunk from 5,000 to 3,000.
"Development Scenario
The EIS will analyze the environmental effects associated with the development of the Plan. The mix of uses envisioned under the Plan for the Site total approximately 5.33 million s.f. associated with Site development: 5 million s.f. residential, 150,000 s.f. retail, and 180,000 s.f. community facilities (including 150,000 square feet for a school). Approximately sixty percent of the 5,000 residential units are planned to be affordable to middle-income families, earning between 80 percent and 165 percent of AMI, and the remainder of the units would be market-rate housing. Approximately 10 acres of the 30-acre site would be devoted to open space and recreation uses.
Additionally, the Budweiser Site is envisioned to include approximately 1.53 million s.f. associated with development: 1.5 million s.f. residential and 30,000 s.f. retail. Approximately twenty percent of the 1,500 housing units are planned to be affordable to families earning less than 80% of AMI, and the remainder of the units would be market-rate housing. It is also anticipated to include a 40-foot-wide waterfront public esplanade."

The Budwise site is the further south site in QW.
I have heard from a very reliable source that this will take a while due to the fact that the State owns the land but the city has the zoning rights. This will take awhile to iron out since there is tons of red tape involved.
