You should check your information before you start writing. Dogs are allowed in NY state Parks (with some restrictions). You can go to the official web site.

Click on state parks/ camping and day use. On the left hand side is a list of all 168-state parks. When you choose a park you will be able to see if they have any restrictions or not for dogs.

I have not heard that dogs are not allowed in NYC parks before.

I see a lot of dogs in Central Park and also in Madison park where, incidentally, the dog run is in the park.
