NEW EAST RIVER FERRIES New York Waterway plans to open two ferry routes on the East River next fall, using new bow-loading, high-speed ferries, the company's president, Arthur E. Imperatore Jr., announced yesterday. The routes are from Hunters Point, Queens, to Wall Street's Pier 11, and from East 90th Street in Manhattan to Pier 11. The new Hunters Point line replaces service between the Queens terminal and 34th Street in Manhattan that the company, based in Weehawken, N.J., discontinued in February because of low ridership. New York Waterway said the ferries can carry up to 97 passengers at 30 miles per hour, and will make the trip to Pier 11 in 15 minutes from East 90th Street, and in 12 minutes from Hunters Point.
